[I] CLI profile host/port mode hardcodes http scheme, causing http://host:443 for HTTPS deployments [polaris]

   ### Is your feature request related to a problem? Please describe.
   
   I create a profile with host and port，currently cli [hardcode profile base_url with http](https://github.com/apache/polaris/blob/main/client/python/apache_polaris/cli/api_client_builder.py#L72), this cause my ops failed with conn reset.
   
   a workaroud is `polaris --profile root --base-url ....`
   
   ### Describe the solution you'd like
   
   profile add support to save base_url and use it?
   
   ### Describe alternatives you've considered
   
   profile add support to set http/https?
   
   ### Additional context
