[PR] fix(ai): render the composer context percent at the 14px minimum [rocketmq-dashboard]

### Which Issue(s) This PR Fixes
Fixes #4941 (revives the stale-bot-closed #4940)
### Brief Description
The context-usage percent label carried `fontSize: 13`, below the project's 14px minimum — the same regression class #5087 closed for the main layout. Raised to 14 and pinned with a test that renders the meter past its 1% visibility threshold and asserts no inline 13px text remains in the composer.
### How Did You Test This Change
`npx vitest run src/pages/ai/components/__tests__/Composer.test.tsx` — 18/18 green, including the new red/green case.
