Drive-by commentary.

I don't think we make assurances about labs providers anyway. In other words, this is an addition to the non-labs namespace vs a rename of a non-labs provider.  I'd suggest that it is probably worthwhile to call it a minor, at least for marketing reasons, but subminor is fine as it doesn't break anything in the code paths we are most concerned with (!=labs)
