Install and launch zookeeper before trying singa is not friendly for beginners.

In this ticket, we try to make zookeeper a conditional dependency.
By default, we do not need zookeeper and only support single-process single-job training.

With zookeeper options on, we can support distributed training in cluster and manage multiple jobs at the same time.
