[PR] Fix ParseImportError query in get_import_errors endpoint [airflow]

ephraimbuddy opened a new pull request, #52531:
URL: https://github.com/apache/airflow/pull/52531

   An and_ is required in a join condition but was missing. This fixes the issue that the bundle_name filter does not have any effect.

   ### Backport failed to create: v3-0-test. View the failure log <a href='https://github.com/apache/airflow/actions/runs/15978445575'> Run details </a>

           <th>Result</th>

   You can attempt to backport this manually by running:

   ```bash
   cherry_picker 11c132e v3-0-test
   ```

   This should apply the commit to the v3-0-test branch and leave the commit in conflict state marking
   the files that need manual conflict resolution.

   After you have resolved the conflicts, you can continue the backport process by running:

   ```bash
   cherry_picker --continue
   ```
