recent changes in the compiler related to hash partitioning disabled range partitioning that the bulk loader uses.
this LP is to make sure range portioning is restored so that is can be used by bulk loader.

to workaround this issue we now use a cqd called HBASE_HASH2_PARTITIONING that we set to OFF  in order to enable range partitioning.  until  a fix fix is delivered we need to set  this cqd to  OFF in order to get range partitioning with bulk load
