As the subject says.

If an INFRA issue is closed, the originator cannot re-open it (unless they are a member of the infra jira team). This seems wrong; the issue may have been incorrectly or prematurely closed. The originator then has to open a new/cloned issue which seems unnecessary and makes the history harder to follow.
