Release process documentation updated

Hello committers,

Our release process documentation was severely outdated, to the point
where it lead to some difficulties in my correctly uploading the new
release. This accounts for the delay in the release announcement
until Monday.

I have fully documented the release process as I followed it for the 2.1
release on our wiki here:

https://cwiki.apache.org/confluence/display/COUCHDB/Release+Procedure

I hope you find this useful.
