Sean Finan resolved CTAKES-426.
-------------------------------
    Resolution: Implemented

Piper Files have been in trunk for several months. PiperFileReader, PiperFileRunner have also. The default Clinical Pipeline launched via command line has used Pipers for several months. Testing is always ongoing, but this should be stable.

> Pipelines are currently created and maintained by writing code or by using verbose xml descriptor files. There should be a format for creating and editing pipelines that does not require Java, UIMA, Uimafit, XML or other specialized knowledge. ctakes is meant to be usable by non-developers.
