    Description: 
When CDC is created on a table, we create an entry in SYSTEM.CDC_STREAM. When such a table is dropped, we should mark the status of this entry as DISABLED. Since we only allow one ENABLED stream on a table at a time, creating the table and cdc again with same names would throw an Exception. 

`java.sql.SQLException: ERROR 10963 (44A45): CDC on this table is either enabled or is in the process of being enabled.`
