Review comment:
       Doesn't the section below in `[[upgrade2.3_in-master-procedure-store-region]]` imply that to upgrade from 2.0-2.2 to either of 2.3 or 2.4 you have to specially handle the roll out of the upgrade to master roles?
   
   like if I have N masters and I upgrade the first one and it happens to become active, won't it make it so no other masters can handle procedure recovery after that?
