Download of (most ?) WIN language packs from above mentioned location fails
with error message  similar "Failed to save because of unknown reason".

I see the same problem with FF and Seamonkey.

Result is that I see the languagepack.exe.part file with exactly expected size
(for example Apache_OpenOffice_4.1.0_Win_x86_langpack_eu.exe with 12.289.445
bytes, exactly the same as .exe with successful dwonload), but it will not be
saved as .exe. The created .exe will have 0 bytes.

Download from
<http://people.apache.org/~jsc/developer-snapshots/snapshot/windows/> works
without problems.

I did not check systematically until now whether all Languagepacks are affected
