A new configuration property has been added "avalon.logging.debug" which may be set to 'true' or 'false'.  This value overrides logging category priority directives and results in DEBUG level assignment on all channels.

Description:
Factory criteria for the logkit plugin does not include a parameter to set the debug policy.  Current implementation hard codes the debug policy to false.
