Proposed text for HTTP method default "POST" (CR035/CR072)

To close out CR035 and CR072, I would like to propose some text for section
6.3.1 in Part 2 to specify that HTTP method should default to POST when the
other conditions fail. CR072 has a couple of other points but I think these
are already closed with CR050.

When formulating the HTTP message to be transmitted, the HTTP request method

I have simply added the fourth bullet point. If necessary, this could be
elaborated further as:
