V2.2.1 tools tarball does not include xjavac.jar

The tarball at the given URL was found not to include xjavac.jar.  Having used
xjavac from another distribution to build the distribution, xjavac.jar was found
at tools/xjavac.jar but build.{sh,bat} expects ./tools/bin/xjavac.jar.
