CPAN cleanup

according to PAUSE the following mod_perl-governed releases are available
for download from CPAN

  Apache-Test-1.15
  Apache-Test-1.18
  Apache-Test-1.19
  Apache-Test-1.20
  Apache-Test-1.21
  Apache-Test-1.22
  Apache-Test-1.23
  Apache-Test-1.24

  mod_perl-1.27
  mod_perl-2.0.0-RC5

if these all went away we would have current + 1 prior version of the above
on CPAN, which is probably plenty, so I'm +1 on removing the versions listed
above.  many, but not all, are owned by me anyway, but I wanted us to vote
on it before they were forever nuked.

Same here. deleted mines

Should probably amend the release notes to point this out.

hmm... ok.  I guess that's what we've done historically.

sorry.  1.26 is the latest on CPAN.

at any rate, I've deleted the appropriate old Apache-Test modules I have
control of.

I should be ready to start release process as planned for
mod_perl 2.0.2 and Apache-Test 1.27 during the next 10 days or so.

If you need something removed and the author isn't around, email 
modules@perl.org and we'll clean it off for you.

You need to keep last two releases. I hold only 1.23. I'll delete it once 
1.25 is released.

So only things before 1.23 should be deleted.

I see no point in votes. We should always keep the last two version and 
the rest should be deleted (there are still available from backpan). 
Unfortunately since CPAN is not group-development friendly it's always 
hard to figure out where the packages are as there are spead across many 
developers CPAN dirs.

Nothing on CPAN is "forever nuked"; it remains available on backpan:

    http://backpan.cpan.org/modules/by-authors/id/G/GE/GEOFF/

Unfortunately the by-module symlinks seem to be very incomplete,
but you can normally find all the old stuff if you can figure out
the authors CPAN id.
