Providing Patch for JIRA ....

Rangers:

I have a request for anyone submitting a patch to a JIRA:

(a)  Please attach the Patch file (name ending with .patch) in the JIRA itself – before creating the review requests in  https://reviews.apache.org   
(b)  Also, please change the status of the JIRA to be PATCH_AVAIL

These steps are needed to make sure that our automated QA script to evaluate your patch.
