Speaking of, are these needed, or should we create attic/ ?

(as a sandbox/attic/)?

I am somewhat confused as to the state of
http://svn.apache.org/repos/asf/httpd/apreq/ since I see no dev@
traffic relative to this branch, but it was previously slated for core
inclusion in httpd.next, and I'm unclear whether trunk is in-sync.
