MirrorSourceConnector.refreshTopicPartitions() does not handle topic creation failure correctly.
If createTopicPartitions() fails to create a topic, the next time refreshTopicPartitions() it will not retry the creation. The creation will only be retried if another topic has been created in the source cluster. This is because knownTopicPartitions is updated before the topic creation is attempted and it's only refreshed if a new topic appears.
