[IMP] Move of mailing lists

Hi,

as Pluto is moving out of the Incubator into the Portals project,
this comes with some changes to the infrastructure.

First change is the move of the mailing lists:

The dev list is from now on: pluto-dev@portals.apache.org.

The user list is now: pluto-user@portals.apache.org

All subscribers of the old lists have been moved.

Please use from now on the new mailing lists.
