If you should send such request to server-user@james.apache.org, you will have 
a better chance of reponse.

I asume you mean James 2.1.3. The config.xml file is located at:
<your install dir>/apps/james/SAR-INF

Note that this directory is created on the first run of James, so it will not 
exist until you have launched James once.
