Max number for counter and threads


Hi
I have counter in my test plan . Max number is 2000, increments by 1, starting from 13.
My Thread Group parameters are : of threads =2, Loop count = 1000.

I create requests. So by my calculation I should be able to create a little bit less then 2000 requests.
After running whole Test Plan I saw only 297 requests have been created.
Any idea why? Did I miscalculate something?
