I18nTransformer for Cocoon2

Hi!

I've partially implemented an I18nTransformer for Cocoon 2 (it was originaly
implemented by Lassy Immonen). I've changed the syntax in accordance of the
Infozone Group's I18n proposal.
Features implemented now:
1. Text translation in <i18n:text> elements.
2. Attribute translation.

To do:
1. Param substitution and translation (<i18n:translate>).
2. Dictionary inclusion (<include href="other_dict_de.xml" [lang="de"]/>,
<import href="other_dict_de.xml" [lang="de"]/>).
3. Dictionary caching.
4. Command line dictionary generation from the source file.

Note. To make it work correctly with attributes you have to use patched
version of xerces where the AttributesImpl.removeAttribute() bug is fixed.

If anybody is interested to try it I'll send necessary files and samples of
usage a little later.

Best regards,

Konstantin Piroumian

A bug-fixing patch for Xerces 1.3.x you'll find in the patch/ directory.

See readme.txt for more information.

I am open for your comments.

P.S. I'll be absent until the 10th of May, so you'll be able to reply after
