[I] Hover text for images is not ideal [steve]

   When hovering over an image in the ballot box area, the displayed text is enormous, because it includes the entire png as base64.
   
   It's supposed to say something like:
   
   Drap to move <something> up or down the list, but in this case <something> is so big it does not provide useful feedback.
