   I am having the same issue.
   I attached to the container terminal and the /init.sh script emits this messages:
   
   $ docker exec 2c7e589f02f0 /init.sh 0 
   
   Picked up JAVA_TOOL_OPTIONS: -XX:+UnlockExperimentalVMOptions -XX:+UseCGroupMemoryLimitForHeap
   [2018-08-06T03:13:54.574Z] [INFO] Slf4jLogger started
   [2018-08-06T03:13:55.011Z] [ERROR] [#tid_sid_unknown] [Config] required property whisk.api.host.name still not set
   [2018-08-06T03:13:55.011Z] [ERROR] [#tid_sid_invoker] [Invoker] Bad configuration, cannot start.
