Noticed that org.apache.accumulo.server.Accumulo#updateAccumuloVersion(VolumeManager) only updates the data version to the current for a single volume instead of all configured.

Talked to [~kturner] about it who had previously noticed and said that we probably wouldn't run into issues since new volumes can't have anything in them. Admitted was still a bad assumption and that we should try to do something a little more robust.
