The local time zone is wrongly set in StarRocks pipeline sink. In `StarRocksDataSinkFactory`, it should get the zone id from `Context.getPipelineConfiguration().get(PIPELINE_LOCAL_TIME_ZONE)`, but now is `Context.getFactoryConfiguration().get(PIPELINE_LOCAL_TIME_ZONE)`, which is wrong.
