Stupid Java User Question

Ok, I deleted Java 11 and installed jdk-8, however tomcat8 will now not
start with the error:

No JDK or JRE found - Please set the JAVA_HOME variable or install the
default-jdk package

I have JAVA_HOME set but apparently when tomcat8 is started by systemd
it does not see it.

If I install default-jdk package, it re-installs jdk11 and sets it as
the default. How do I set the default to jdk8?

Thanks, got java functional but not tomcat. Seems tomcat that is
packaged with Ubuntu only wants to work with Java11, seems a library
involved is version dependent. So now I've built tomcat from source and
I've got it working with java8 except with all the defaults so not at all
secure, no start up scripts yet, etc.
