Checking for network availability on a per-message basis would slow down
performance unacceptably and complicate the code for an uncommon case.

The best solution is to simply restart spamd when you dial-up.  The cost
of restarting spamd when a dial-up happens is minimal compared to the cost
of the dial-up itself and most dial-up programs or whatever have hooks for
this sort of thing.
