[jira] [Closed] (INFRA-9401) Issue creator cannot re-open Infra issues

Gavin closed INFRA-9401.
------------------------
    Resolution: Fixed

Ok, all Closed tickets now have a 'Re-open' button once again.
This effectively still puts the ticket back into 'Waiting For Infra' anyway, but is more obvious to the user.

> Project: Infrastructure

> As the subject says.
> If an INFRA issue is closed, the originator cannot re-open it (unless they are a member of the infra jira team). This seems wrong; the issue may have been incorrectly or prematurely closed. The originator then has to open a new/cloned issue which seems unnecessary and makes the history harder to follow.
