recommended to the Board. Once your feedback is collected and
integrated,
we will ask you to vote on the final resolution. Thank you!

Proposed Board Resolution:

Establish the Apache CouchDB project

WHEREAS, the Board of Directors deems it to be in the best
interests of the Foundation and consistent with the

open-source software implementing a distributed, fault-
tolerant and schema-free document-oriented database for
distribution at no charge to the public.

NOW, THEREFORE, BE IT RESOLVED, that a Project Management
Committee (PMC), to be known as the "Apache CouchDB Project",
be and hereby is established pursuant to Bylaws of the
Foundation; and be it further

RESOLVED, that the Apache CouchDB Project be and hereby is
responsible for the creation and maintenance of software
related to implementing a distributed, fault-tolerant and
schema-free document-oriented database; and be it further

RESOLVED, that the office of "Vice President, CouchDB" be and
hereby is created, the person holding such office to serve at
the direction of the Board of Directors as the chair of the
Apache CouchDB Project, and to have primary responsibility for
management of the projects within the scope of responsibility
of the Apache CouchDB Project; and be it further

RESOLVED, that the persons listed immediately below be and
hereby are appointed to serve as the initial members of the
Apache CouchDB Project:

* J Chris Anderson (jchris@apache.org)
* Damien Katz      (damien@apache.org)
* Christopher Lenz (cmlenz@web.de)
* Jan Lehnardt     (jan@apache.org)
* Noah Slater      (nslater@apache.org)

NOW, THEREFORE, BE IT FURTHER RESOLVED, that Damien
Katz be appointed to the office of Vice President, CouchDB, to
serve in accordance with and subject to the direction of the Board
of Directors and the Bylaws of the Foundation until death,
resignation, retirement, removal or disqualification, or until
a successor is appointed; and be it further

RESOLVED, that the initial Apache CouchDB Project be and hereby
is tasked with the creation of a set of bylaws intended to
encourage open development and increased participation in the
CouchDB Project; and be it further

RESOLVED, that the initial Apache CouchDB Project be and hereby
is tasked with the migration and rationalization of the Apache
Incubator CouchDB podling; and be it further

RESOLVED, that all responsibility pertaining to the Apache
Incubator CouchDB podling encumbered upon the Apache Incubator
PMC are hereafter discharged.

As far as I know we don't have a quota on the minimum size of a
community, other than the 3 +1's required to do a release. I know
that we have some numerical metrics around incubation/graduation
(notably the diversity requirement), but those are always intended to
be applied in conjunction with an actual examination of the
community. Could you please take some time to check the archives and
see if your concerns still apply?

Thanks,

Ted

I agree with Paul. CouchDB is ready IMO—it meets all the exit criteria
(just having given the talk about graduation at the ASF).

I think that 5 is a perfectly reasonable size, as long as the team is
working well. I just voted +1 to Buildr which has the same size PPMC.

As I see it, CouchDB :
* has continued an existing diverse Open Source community under the ASF model
* Added a committer
* Done releases
* Meets the diversity requirements.
* Is growing well

To me that is sufficient to graduate.

I see the reward in that CouchDB is a very innovative product, and
graduating it could give it an additional boost - so no need to wait
IMHO.

I suggest trusting the mentors who voted +1 on this.

While I am not going to strongly argue to the contrary - I do want to
offer my observation thatL

-	CouchDB is a small code base - and potentially quite a simple thing.

-	A few dedicated people is all it takes (and those are there) and
	a few other involved people for the balance (which we also see)
	are needed to keep this stable for long periods of time.

-	From personal experience - the code is working well, reliable
	and so on.

-	From personal observation - the community is healthy and responds
	well to its environment and even if there are hidden side
	channels - communication seems open and inclusive.

Given that - I'd say that incubation with a handful people or so at this
stage is, while early and somewhat risky - certainly an option.

Now you only take risk when there is a reward. Given that I expect this
community to simply mature regard less of a hold or a go - there is
little
reward. But lets make sure that we come back to this by the end of this
year, or early next year - and re-evaluate. As otherwise we risk
listening
too much to the 'rules' - rather than define them by the exceptions :)

However - if anyone sees any risk at loosing community spirit, causing
friction, frustration, etc - in the couchdb space - do pipe up -- as
that
should IMHO change this immediate.

Thanks,

Dw

There are plenty of active Apache projects with less than 5 active
people, and there are other PMCs that are now inactive.
I don't think its necessary for the incubator to get projects to the
point where you can guarantee this project will survive forever. I
believe our job is simply to make sure that the project meets the same
criteria as a current Apache projects. I can compare CouchDB to many
existing successful projects.

Its not and five active people is certainly viable, but my point
really was for the long term viability in case people leave the
project.

We (informally, again :) decided to hold back a release and adding more
committers in favour of doing the graduation first (just to not have
three
things running at the same time. While our software is highly
concurrent,
we aren't :)

The general feel with the project is that we are rather gaining
contributors
than losing them. That does not really address the concern of a 5-person
PMC being small (the documented prime-example board resolutions have
8-10). Again, we (devs, community, mentors) think we are a healthy and
growing project and I wonder if a 5-person PMC would be a show stopper?

Ted, I patched the couchdb.xml project file (http://friendpaste.com/ebk8csvC
)
and updated the committer & mentor lists; can you commit? In addition,
it looks
that some of the dates in the "work items" section are missing. How to
go about
these?

Cheers

Re: Asking for Feedback: CouchDB Graduation

Posted by Niall Pemberton <ni...@gmail.com>.
I haven't been following CouchDB but a PMC of five seems small - you
only have to loose a couple of people and you're on the verge of not
being a viable project. I took a look through the lists and from what
I can see CouchDB entered incubation with four committers in February
(the proposal listed six, but apparently was a mistake[1]) and has
added one new person just over a month ago[2].

I know theres been a push to get projects to graduate, but IMO CouchDB
would benefit from growing its community a bit more first.

Also, since there have been two releases while here, I assume all the
due-dilligence has been completed, but the status page[3] has not been
completed to reflect that - so if you do go for graduation it would be
nice if that was updated first.
