Questions about baseline auto-just

Hi All,
   We are using Ignite 2.10.0 and we have a question baseline auto-just.

As the picture shows,cluster state is active,baseline auto adjustment enabled,softTimeout=10000


When a node leaves the cluster for 10 seconds, BaselineTopology didn't change，no node joins or leaves during this period.
Why the parameter does not take effect?
