Remy has done a good job of responding to bugzilla bug reports.
Some that get filed are duplicates of existing bugs, others are
configuratin/application errors which are not bugs.

The current Tomcat page points to the overall jakarta site bugs
document.  I suggest we create our own bug reporting document.
And change the name of the link from Bug Database to Report a Bug.

This document will make suggestions of what a user can do before
reporting a bug.

It should point people to a common problems and/or FAQ document.
It could point to common/problems and/or FAQ unique for each major 
revision of Tomcat 3.2,3.3, and 4.0.
It should point people to the tomcat-users list.
It should point people to a report of existing bugs.
And if all the previous steps don't resolve a problem and the
user thinks its a bug, point them to bugzilla to file a report.

These could also be included in the docs for each distribution of
Tomcat.
