CVS database is unfrozen

I've changed the current version to 1.2.1-dev and have created a 
branch to APACHE_1_2_X. I think that you will find that if you do 
'cvs co -rAPACHE_1_2_X apache' now, you will be able to do
'cvs update -Pd' in these source directories and only get 1.2 
updates.
