[ALL] Problem with project reports ordering seen in CP 22

Project reports are now generated in random order.
This started with site plugin version 2.3; CP 21 used site plugin 2.2
so did not show the problem behaviour.

Order of reports in M2 apparently comes from Maven core:

Apparently will be fixed in Maven 2.2.2.

For Maven 3, see:
http://jira.codehaus.org/browse/MSITE-402
It looks like this will need a new release of the site plugin.

I don't think it's worth downgrading Commons Parent to site plugin
2.2; also that does not work with Maven 3.

Fine with me. Looking forward I'm interested in seeing the same report set
for all commons components.
