After downloading
apache_1.3.19-win32-no_src-r2.msi     
when I tried to install, i am getting this error
The installation package cannot be installed by the Windows installer service.
You must install a windows service pack that contains a newer version of the windows installer service. 

(now why is this? i am using Win98, Second edition. , and where can I get the service pack for the newer version)

Just download and try installing , after doubleclicking it is giving 
preparing to install, and after that the message
