problem with recent snapshot: "don't know how to make regex/regex.h"

A recent make attempt returned:

 [...]
 gcc -c   -O2 -DSTATUS -Wall  mod_browser.c
 make: don't know how to make regexp/regexp.h. Stop

Upon examination of the Makefile I found (committed by Roy in his makefile
cleanup frenzy:)

 mod_rewrite.h: regexp/regexp.h

which seems incorrect, if one has NEEDHSREGEX set to no.  What's the best way
to fix this?  All compiled fine without that line.
