Would it be possible to enable edit of closed Jira issues for the Derby project?
Ideally this permission would go to anyone who has permission to edit issues, but giving the permission to just project admins would be a great help if such broad based permission can't be granted.

Frequently we need to do house keeping on closed issues to add labels or fix fix versions. Reopening the issue, skews resolution dates and creates a lot of extra email.
