[mailet] Apache Mailet 2.4 Release

i think that we're just about ready to push out the mailet 2.4
release. if there a consensus in favour of working towards this
release, IMHO the next step would be to cut and post a release
candidate for general review. unless anyone else steps forward, i'm
willing to volunteer to act as release manager.
