New Gump descriptors for commons-util

Cleaning up, I've generated the gump descriptor for commons-util, and 
committed it and a new gump specific build file to cvs.

How do I get this to be the active one? Do I supply a patch? If so, 
how/where? Where in the alexandria cvs are gump's descriptors held. 

I found one in the proposal directory...should I just merge my new stuff 
in?
