charset problem

Hi All,

How can I set charset conversion between jetspeed and my database 
(Interbase/firebird)?
I try to set char codes in the following files in WEB-INF/conf:
Fulcrum.properties
  services.LocalizationService.locale.default.charset=utf-8
Jetspeedresources.properties
  content.defaultencoding=utf-8
Turbineresources.properties
  services.VelocityService.input.encoding=utf-8
  locale.default.charset=utf-8
Velocity.properties
  template.encoding=utf-8

and I try to change all of them to cp1250 and database encoding to same but 
error coming too.
