mod_actions.c

Rats.  It just ocurred to me that I should have tested mod_actions
against the .14 release for peace of mind.  I think I jumped the gun
here a bit.  Should I have asked for a vote on this?

1) What is the policy for contrib'd information.  Are modules in the
conrib directory only allowed if they work with the latest release, .14
in this instance?

2) Is anyone testing that these things *still* work when a new release
goes up?

3) Why do I ask so many stuupid questions?
