For testing purpose, I removed the cellar-bundle bundle which contain the LocalBundleListener which broadcast "local" events to the cluster.
Now cellar-shell and cellar-utils are started correctly after several Karaf restart.
The problem is that the LocalBundleListener doesn't check the status of the bundle.sync property. So, it means that, even disabled, the bundle listener is listening for local event.
I try to add a test in the LocalBundleListener (as it's done in the Synchronizer): for each local group, I check if the bundle.sync is enable or not.

I observed the following behavior.
2 Nodes where Connected, one of the Nodes was shut-down (presumably the master-node but unsure)
the second, surviving, node stopped the Bunldes in question:

After the first Node was started again, the bundle utils is started again but the other three remain in _RESOLVED_ state.
Same thing on the first Node the Utils Bundle is now also started, but the others are in _INSTALLED_ state.
A cluster:bundle-list did also show those bundles, which are now marked resolved, before stopping the first node.
To my understanding those bundles are "connected" though they shouldn't be because of blacklisting.

For this issue, I add the Cellar bundles in the blacklist. The more "general" case will be cover by the fix for KARAF-2033.
