all of our various test profiles rely on using JUnit's test categorization groups. however, no part of our configuration properly sets the groups for the initial run to use surefire.firstPartGroups.

This means that the first part always attempts to run all the tests.

It also means the profiles that try to break things up into first and second runs then re-run tests in the second part.
