Regions: Body, Before and After; background-color doesn't apply

These three regions allow font attribute setting, but don't allow
background-color.  I guess because they lack some sort of dimension.

Though my knowledge is in XSL-FO and XSLT I'd investigate the code,
could someone point me to the right classes and methods?
