A Patch for RefererManagerImpl

Team,

I was trying my committer access but I had no luck. I ssh'd into
svn.apache.org and changed my svnpassword. Then I checked out roller
and tried to commit a change. I entered the username/password and it
failed after 3 tries.

In the meantime, could you please commit this tiny patch.
