guest.vlan.bits- What does this means

Hi

Anybody know what does this means : guest.vlan.bits

The documentation says  if set to 12, then max running VM per zone is 4096,
and MaxZoneVlan is 4-94.

However if set to 10 , then Max VM Per Zone will be 16384 and Max Zone Vlan
is 1024 .

I not really understand what does this means and how ie affect the  number
of VM in zone.

I understand is if  Advacen Zone with NAT, one account will have one
isolated Vlan  then  it will have max 4096 account and vlan in one zone.
Is that something related to this ?  And how what is the  guest.vlan.bits
