"[QUARKS-xxx]" in pull request subject - an anti-pattern for now?

Maybe add your vote to the following if you’re tired of all of the noise:  https://issues.apache.org/jira/browse/INFRA-11675 <https://issues.apache.org/jira/browse/INFRA-11675>

In the mean time I feel like we should just stop putting [QUARKS-xxx] in the PR subject.  Are you with me? :-)
