[https://repository.apache.org/content/repositories/snapshots/org/apache/tika/tika-parsers-standard-package/2.7.1-SNAPSHOT/] has a maven-metadata.xml that points to the snapshot version that does not exist: 
<snapshot>
 <timestamp>20230227.092344</timestamp>
 <buildNumber>43</buildNumber>
</snapshot>
 
That's the reason why local build, that uses a snapshot (2.7.1-SNAPSHOT) fails:
