   ## Current behavior:
   The [TV admin docs ](https://traffic-control-cdn.readthedocs.io/en/latest/admin/traffic_vault.html) do not link to the [TV migration tool](https://traffic-control-cdn.readthedocs.io/en/latest/development/traffic_ops.html#app-db-traffic-vault-migrate).
   
   ## New behavior:
   The TV admin docs should link to the TV migration tool, because users will be interested in migrating to the Postgres TV backend and will naturally start looking for information about how to do that in the TV admin docs.
   
   ## Minimal reproduction of the problem with instructions:
   Read the linked docs.
